Chemical Synthesis

This is a suggestion to add advanced ways to modify chemicals by changing their injection vectors or removing their side effects. This requires a material investment on the scientist's part both to research new modifications and to catalyze the upgrades. There's some tables and junk involved so here's a Google Docs link.
