Unfuck the entry permissions for the Technical Storage in the warehouse

I have no idea who's allowed to go into that room above the warehouse (the room to the left of smelting!!), but so far it doesn't seem to logically include people who would actually want its contents, such as the Quartermaster. It's kind of unclear, as it has a general purpose door, but then who is actually able to enter it? It's the only other place to get cargo carts without veritably having to break into the bridge (or at least the Customs desk).

On that topic, are there other places certain jobs should be able to access, but can't? I'm, for one, a bit confused at the restrictions on the tech storage by the gym when it's already so fuckin easy to break into

EDIT: Alternatively just move the cargo carts out of that room that nobody can access and put them IN cargo
