I fully support this idea and would absolutely apply for Dungeon Master privileges. (The only thing stopping me from applying for mentor yet is a self-imposed condition that I must finish shotgunbill's drawings before I do)

My two cents: perhaps have DM rounds be voted for. If enough folks want some shenanigans but no admin is around to deliver, then a DM could make some magic.
