The reload tooltips command was removed

So you know those cool tooltips you added? Well the command to reload them is gone from the commands tab and you cant use it in the command bar its not the biggest thing but its a little annoying when I need to reload them.

To reproduce open up the commands tab or try to imput the command into the command bar and wacth as you "Hopefully" don't see anything there.
