they're an upgrade that you clip onto your radio earpiece (and presumably uh also jam into your other ear) that serves similarly to earplugs, but without actually rendering you deaf. the users will thus be made resistant to deafness via explosions and more resistant to flashbangs, but they will still be able to hear things, converse, and use their radios
this will help make flashbang grenades an actually viable option for security forces to use rather than a nearly useless weapon of last resort that tends to mess up the user about as much as the target
this will help make crowd control situations (see also recent interest in REV) more manageable so long as nobody steals em and your flashbang supply holds out
placing them inside the armory will help keep them from being too regularly stolen or too regularly used to easily quash traitorous activities
if this tips the balance too far in favor of security, consider scattering more regular earplugs around for traitors and revs to swap into their ears to keep up the fight
