Well, this may have been asked before - I'm not sure what the tower is, but could the "tower" be a nuclear launch facility and the "vault" be a bunker? I've honestly not ventured into the tower and the vault discussion, but other than that yeah.

my theory is that the vault is the thing behind the locked door in centcomm
