the bulk of the speech is cobbled together from quotes and excerpts from various politicians and authors, jfk, stalin, yeltsin, orwell, hg wells, you know. i suppose there may be a clue hidden in their names, or numerically in the dates that said quotes were delivered or in numbers relevant to said quotes or excerpts. but that part of the message is most likely mere padding. the most intriguing part is the string of numbers, and the date of april 21st 1996, or 0421 1996 may also comprise part of that number string

as it is a message delivered via morse code, and i have no better theories for decoding 4-digit numbers, perhaps codebooks from the days of telegraph usage may hold the cipher needed
well i suppose the 4-digit numbers could merely be 2 2digit numbers mashed together and the message arranged this way arbitrarily. but even then, they go all the way up to 99, which loops the 26 character alphabet a couple of times with plenty of room for offsets, making things very uncomfortable, and who knows if it even goes up into a 36 character alphabet or not, to account for encoding numerals
"we were eliminated one by one" and "i am the only one left" may also be a clue regarding how to decode the block of numbers, but it may also be me being desperate for clues.
