This would also make people much more protective of their IDs, because if someone swiped it, they could change the pin then drain their bank account.
I'm not entirely sure how the banking code works, but would it be possible to simply tie an ID with a person's name on it to their account info? Like if Robert HoPpington made an ID with John McPubbie's name on it, he should be able to use it to drain his bank account without using the bank computer. It's more work but eh.
