Humans/AI shell cannot change borg cells in the docking station

Actually, adding on to this, humans can't interact with inserted power cells at all, can't eject them or insert them.

This is absolutely a bug, the way to change a cell used to be to put it into the chamber and use the chamber to swap out cells. It was much easier and faster that way, too.
