Give chaplains maintenance access by default

This idea seems to have become overly complicated and I don't agree that giving chaplains maintenance access would be a good idea. It's an important bit of flavor to have the RP-focused, useless job also unable to go through maintenance. It's not like it's that hard to ask a head for more access anyway.
