This is a simple check that reduces the amount of evopoints a blob gains from eating monkeys from 4 to 1. Blobs that gets to start eating an abandoned genetics pen or emptied out Val-U-Chimp before discovery will no longer be nearly unstoppable from the start. Latejoin blobs are the most likely to get those and they already benefit from a station pre-wracked by antags.
Easy alternatives:
If this nerf is not severe enough, reduce gained evopoints from monkeys to 0, but make them provide a bounty of biopoints instead.
If it's too severe, keep the evopoints at one but also throw in the biopoint bonus.
