The way I see it, it's a feature. If you spend twice the telecrystals to buy two cloaking field generators, you get double the invisibility.
It's not as uncounterable as you claim. It's pretty obvious if you're inside it, because your sprite goes invisible, and if you're suspicious of an area a bit of right-clicking will reveal it.
