PDA flashlights only work in hands

Maybe related (or just never worked) but whacking a canister with a borg PDA doesn't list what's in the canister, or anything at all.

it defaults to health scanner, and canisters are not alive. go into the pda menu and turn off the health scanner to use the atmospherics scanner
