And here's a fun idea: What if, instead of making the complete set of robot parts every time you want to make a cyborg, a Roboticist could cut bits and pieces from HUMANS to make half-flesh half-metal cyborg bodies for debrained patients?

Maybe making law bound borgs should involve doing something to the brains you remove other then just putting them in a borg head? Maybe stick an implant on them? Not only would this open up the door for all sorts of other brain implants, you could do things like replace headless bodies with unbound borg heads, or just build robot bodies that are functionally the same as a human. No laws to follow, but also no borg immunities or abilities.
