Can't enter things off station Z-level

This is a bit of an issue for telescience adventures, but also for getting around places. It seems that on Z-Levels that aren't the station, you can't move on top of open lockers, or push crates out the way. It also seems to affect portals to, open a portal from the station to another Z level, and while you can go through from the station, you can't get back with the portal acting like a solid object.
