Skeletons need something to stand out other than gibbing. Yes it gibs the player, and yes as far as gibbing goes and making spawning a mob that's also good, but compared to golem they're rather not that great due to needing a corpse to make them, and for them actually having pitifully weak health.
I'd like to see skeletons being randomized so that you're raising a "skeleton army" more than just some random spooky bone men.
Perhaps it could be done as such
Civilian/gimmick/job of the day - Spawn a normal skeleton, or skeleton soldier.
Maintenance/research - Spawn a skeleton archer. They chuck bones at the player for normal throwing damage. Will revert to melee if the player is within range or downed.
Personnel - Spawns a skeleton general. Has more health than your normal skeleton. Does bleeding damage similar to being attacked with a scalpel.
This would set raise dead apart from golem in that the wiz gets bonuses for raising particular people.
