Why was derringers nerfed?

I'm pretty sure the captain's armor is stronger than the standard vest, and according to the wiki it was never effective against armored targets.

Derringers are best used point blank for the purpose of flooring your opponent and putting them into a crit (or near crit) stage - at which point you follow up by bashing their brains out.
