New Surplus Crates

Have the clown car spawn inside a wooden crate (in the surplus crate) that contains it+clownsuit so that if you get one that you don't want, you can just slap a label on the crate and shove it through Belt Hell to some public location to kick up easy mischief far away from you. Make the slapfights for the clowncar work for you.
