Nerf scalpels

Scalpels as you may know can inject you with a chemical if you're slashed by it. However, there's zero chance for that failing and no armor seems to stop it.
It'd be nice if it had a chance of failure, because otherwise it's a glorified emagged hypospray that also deals damage that anyone can make.
