Here's an idea.

Explosive ID cards.
3 or 5 TC, HoP only.
You spawn a box of four id cards, you can change them to whatever access and name you want in the id computer, they explode about the force of a PDA bomb after being used on 2-5 doors. A good item for spamming all access id cards and maybe just to screw around with a random unsuspecting citizen.

Alternatively, you could just be able to remotely-detonate them. People are glad to switch off their Send/Receive when PDAs start exploding, but when fucking ID cards start exploding, then it's harder to take proactive measures.
