Let the AI use vox whenever it wants

I find it weird that people think the AI spamming vox would be a bigger issue than an AI shocking doors with the base 3.

We don't have super giant security features for the second one, it's simply "Don't do it or you will be ahelped and banned". I have no idea why this can't follow the same rules as that.
