Let the AI use vox whenever it wants

I'm going to bump this thread because the recent addition of a bunch of new words to the Vox makes me incredibly sad that only those PESKY admins can use them.

If anything, giving the AI access to the Vox will make it a much more enjoyable role because, let's face it, it's just a glorified doorknob most of the time.
