Let the AI use vox whenever it wants

It had a cooldown when AI could use vox initially, and that didn't stop people from solely using it to say WOOP WOOP ASS DAY WOOP WOOP ASS DAY WOOP WOOP ASS DAY WOOP WOOP ASS DAY WOOP WOOP ASS DAY WOOP WOOP ASS DAY WOOP WOOP ASS DAY WOOP WOOP ASS DAY WOOP WOOP ASS DAY WOOP WOOP ASS DAY WOOP WOOP ASS DAY WOOP WOOP ASS DAY over and over and over.

Like, even admins get sick of that if we spam it too much. Imagine having it spammable every single round, by anybody. That's what it was like.

If AI gets vox again it would definitely need to be massively restricted, which would take a lot of the fun out of it sadly.
