Quick psychology lesson.
The speech mutations have the in-game name of "Frontal Gyrus Alteration". Technically speaking, there are multiple frontal gyruses, but in this case we'll assume that the inferior frontal gyrus is the key component here, since it has a very specific area of the brain, called Broca's area, that's directly linked to speech production. "Speech production", in this case, is defined as the productions of words using one's mouth, and is explicitly stated to be different from LANGUAGE production, which is one's ability to be able to form words into sentences regardless of medium.
Since someone with one of these mutations only has the bit of their brain involving SPEECH production altered, their LANGUAGE production is most likely completely unaltered, and so they're able to write words on paper and type messages into PDAs with just as much legibility.
