So you'd have normal traitors, wizards, changelings or even syndicate agents running around along with a small group of gang members.
That way the gangs are not the main focus of the round and not everything goes to shit.
Plus there would sometimes be the common enemy for gang cooperation, or maybe they would strike a deal with the other types of traitors. It would be much more interesting at least.
Gang members should behave as if they are miscreants and not mess up for the normal crew too bad, and ideally not outright kill the other gang members unprovoked.
