Remove Clown Cars from Surplus crates

If it's gone then this means a clown is wearing it.

How hard could it be to mug a clown? Come on, people.

Not hard?? That's exactly the problem, who knows if the clown is even around anymore by the time you've spawned your crate and seen that you got a clown car.
