Traitorous Clown starts with a Traitor Headset

Got traitor clown earlier today, but instead of getting a PDA I only got a traitor headset. Also, COULDN'T get any job specific traitor items from the radio headset. Only gave me the default set, so clown car was a no go
Is this a bug/mistake or am I just stupid?

Fixed.

And yeah, micro and macro implants were missing too.
