I don't see why it was moved, and to such a horrible place.

Who complained about it being where it was?

People complained about the detective in general, and moving the detective's office was brought up as an option to remind him that he isn't actually sec and also fits much better thematically. Disposals maintenance is honestly a much better place for the detective anyway; lots of crime evidence ends up there and it's not like it really matters if people break into his office.
