your solution to sec having areas that aren't used is to... add more areas that will never be used?

The Interrogation room as is isn't used because Inspectors and Detectives interrogate, not security officers.

and the adding of a Detectives lounge or what ever you'd like to call it would be used.
The very fact it would be accessible by anyone, with or without ID means it would be.

The courtroom is also public access (for the most part) and as you said, it's never used

The court room is different, the server's role-play is far too minimal to even need one.

The court room, if it can even be called that is also quite secluded, in the way that It's part of a very low traffic area.

The Detectives lounge would be connected onto the main hallway.
