One human yourself, and give the borgs a law to inject non-humans with nanomachines. Set up shop on the mining station mass producing nanomachines for the borgs, turning them into mediborgs, and emagging their hyposprays. Have them cut power to the station so people can't shock themselves.

A borg with an emagged hypospray is actually more dangerous than a hellpatcher. It just takes a bit more effort.
