Isn't epilepsy already a thing?
How about a staff assistant skin suit for borgs. It makes them look like a greyshirt with a random name. They even have the default items on them if you look closely at them, but they still have the same emote/damage sounds as normal. It shows up randomly in abandoned crates or maybe is sold by D.O.C., but is also a cheap buy from the syndie-roboticist PDA.

While in the help intent the Chaplain can place pamphlets in the empty hands of people who are in help or grab intent instantly. If the victim is in the disarm intent they will just knock it out of his hand, and if they are in the harm intent they will automatically counter slap the Chaplin.
If the Chaplin is in the grab intent he is more aggressive, and will shove the pamphlet into their hands or if their hands aren't empty into their pockets or backpack. However to do so he must successfully land a passive grab on them beforehand.
In the harm intent he just smacks them in the face with it placing it into their head slot if empty, and attaching it to their headpiece if not. They will be blinded until they get the damned thing off their face/peel it from their headpiece.
When the victim holds a pamphlet in their hand the text of the pamphlet is shown automatically, and the window showing it can not be closed until the pamphlet is discarded or put away. A special syndicate version of the pamphlet will display both the normal text of the pamphlet to most people, and a special sub-text that is only visible to the first person that it is given to. Thanks to a suggestibility serum infused in the paper the victim will believe that the the sub-text of the pamphlet is THE TRUTH and obey without question for a while. Each purchase of the syndie-pamphlet-printer will give a small number of pamphlets which will all have the same text and sub-text. The sub-text is passive until they subjects hear a trigger word/phrase over the radio at which point they will get notices that suddenly it all MAKES SENSE.
Non-traitor chaplains will like it because they get to go "PAY ATTENTION TO MY DUMB GIMMICK CULT!"
Traitor chaplains will like it because it gets them a bunch of cheap disposable (temporary) mindslaves to throw at the forces of order as a distraction.
The sub-text might be best chosen from a premade list so they won't all be just straight suicide commands. eg...
