Suggestions for helping low-pop servers

Four servers does seem like a bit much considering the population. What I might suggest would be having one EU server and one NA server running as normal and the third server running extended/gimmicks/rp/testing. The current mode of server #3 could be based upon a vote of players currently in the lobby as the round starts.
