All items entered on any ruckingeur kit are accessible on any other ruckingeur kit - meaning that if you scan the crasher, people'll be able to see it both on the station & at the tech outpost. At least, as far as I've observed, this seems to be the case. The bonus of doing it at the tech outpost is just that no one'll see you mass manufacturing it.
