Make martian diplomat a reguar game mode

If this round type does ever actually become something, it should start with the Martian Generals each choosing a room to demolish from the Station at the start of the round, then the Station getting a messaging saying "X, Y, and Z rooms are scheduled for demolition by the Martian Liberation Army. You have 30 seconds to comply via evacuation of these areas. Non-compliance will result in termination." purely as a means for the Martians to assert supremacy over the Station and make them fear reprisal. Plus it allows the Martians to take out key-points in the Station like the Armory or Engine and soften it up for a potential invasion, otherwise they're basically just Syndicates with less manpower.

Sadly, I don't think it's meant to be. It's just too complex for a normal round. It's best as an admin event.
