Mimes are probably a dumb idea, but the clown mime rivalry on other servers has always been funny to me.
However the fact that the mime has special powers but no real reason to use them is dumb.
A mime traitor item could be really funny for what it is, especially if you just target clowns and the clowns followers.
Mime uniform would consist of a Mime mask, Mime clothes, and white gloves and shoes.
The mime mask keeps you from speaking at all, so you can't threaten people over radio and you're basically stuck as a mute wizard. This by nature means you have to be much more noticeable.
Suggested telecrystal level is either 10 telecrystals or perhaps surplus crate or admin gimmick.
However the level of potential mime antics is endless. Mime probably needs more unique things to make it less like the wrestle belt in function. Also you can't hold anything while you are using any of the mime powers.
Mime Bazooka. "Mime makes a bazooka like motion and something fires, what the heck?" (Maybe requires a long recharge and does some small to medium damage)
Mime Beehive: Mime makes a motion like they are throwing something, does anyone hear bees? (could make a bee appear at random, stings unlucky people with histamine in it's range)
Mime Grenade: Works like throwing any of the flashbangs/chemical bombs etc. but perhaps the effect is random. Could stun, rarely causes an explosion or emp burst.
Mime sword: Looks like Mime is swinging something, could remove limbs.
Mime lasso: stuns an unlucky person in it's range, feels like a real lasso. Can use this to quickly pull someone from far away.
Maybe the clown is invulnerable to most if not all of the mime powers, so anyone wearing the clown suit is best suited to killing a mime, mostly because this would be funny.
Some of these things probably are overpowered for what they are, feel free to yell at me with a big nope or suggest improvements.
