I've never got in trouble for flashing someone and/or beating the tar out of them, dragging them out of my department, and warning them to cut it out. If they're consistently harassing you, call security (they rarely have anything better to do) or adminhelp, depending on the severity and the duration.
Being an asshole for just one round isn't usually a bannable offense, though. Hell, the last time I had someone harassing me, it was because they had the "annoy someone so much they kill you" miscreant objective. Might very well have pulled it off too, except that I was a sec officer and it's risky to abuse or murder people as sec.
