It does work that way in conjunction with something else.

No need to keep secrets. You're talking about the syndicate ID right?
Either way it should block AI's eyes completely when you are cloaked, no conjunction. That would actually be a really useful buff, because it means the AI can't track you, and can't rat you out that you're jones in the bridge.
