Can I break into the shuttle if the wizard is being a jerk and stealing all the guns/commaster disks?

No? Why would you think you can if you can't at any other point? It's the job of the antags to be giant dicks and stealing shit from the station and storing it on the shuttle is a perk of the wizard. If a wizard steals ALL commaster disks just admin help. I doubt this will come up often though.
