The whole point of the Hilarity Clause is if you are actively trying to invoke the Hilarity Clause it doesn't work. Hilarity Clause is for accidental hijinks. Besides if traitors don't have to follow most other rules I don't think they should follow this one. I mean think of it. Only time there are going to be traitors and wizards on the station at the same time is mixed round and those rounds are clusterfucks anyway.
