Garrote: Metal rods+cable coil
A garrote is a weapon made out of chain, rope, wire, or fishing line that is used to strangle a person. Of course, we have none of those items on station, so you'd have to use cable coil as your garrote and metal rods as your hands. The way it'd work is that when you click on someone with it, it'd instantly get them in a Disarm stranglehold, and after 2 seconds, they'd fall down. Of course, they can resist by clicking resist and get out of the stranglehold.
Hidden blade: Wirecutters+Black gloves+Welder+Metal rods
Using a welder to sharpen a metal rod and some wire cutters to cut the fingers off gloves, allowing you to place the sharpened metal rod into one of the finger holes. Use an emote to draw the rod out and stabsy-doodle a guy. Causes bleeding damage.
