Ahem, no, I think the core issue is also the spot they are competing for. 

Whitelist only, quick injection time, but reusable? 

That's called a Hypospray, and also neglects what makes Injectors good? 

You get them, you use them and throw them away, it's their disposable simplicity. 

No need to prepare them or anything, you use them when needed at the moment. 
And their quantity allows for it. 
While their cost comes with inflexibility and space/usage ratio (inject amount, taking same space as a hypo while having lesser capacity as well as allowing for no direct mixtures or refills). 

I don't really see how creating a role-locked item which allows to refill them to have the same burdens of the Hypo while keeping every burden itself:

-Accessibility is still in the dumps to engage with this feature, bound to a single role, which won't lend it to others. 
-Said role gets no direct gain out of it, so do medical doctors who won't sacrifice space to return empty injectors (doctor pockets are usually REALLY crammed, which doesn't need a change, but not to be forgotten). 
-Less volume as Hypo
-Less flexibility as Hypo
-Same size as Hypo
-Same whitelist

And even if buffed, the question remains why a department role gets the only access to a tool and not their Head, which would be the Medical Director. 
There is no precedent to have something like this, while the examples of unique department items in the hand of Heads are:

-Medical Director Locker: NT Syringe Gun
-Chief Engineer Locker: Shield Belt, HPD, RCD
-Research Director Locker: Handheld Tele, Port-A-Tele Remote, (Also a) HPD

Now it isn't as remotely as powerful as these currently, but I don't see why if it were, it shouldn't be in the MDs Locker and instead bound to the might-join role. 

I see what issue was attempted to be tackled here, but the angle was off by a margin.
