Most scientists running chemistry don't often seem interested in making chems for medical. This just makes doctors make the chemicals themselves leaving anyone that signed up as scientist to make medical chems in the dust. This gives a specific "I'm here to make the medical chems" job that people wanting to do can sign up as, rather than signing up as scientist and being bypassed by the doctor in pharmacy or signing up as doctor and neglecting actual doctoring to run the pharmacy. Chemists can still make other chemicals, there are plenty of non-medical chemicals the station wants. You could make cleaner chembombs for janitors, specialist chemicals for botany infusions, fulfill chemical requests for cargo, etc. The problem with doctor self-sufficiency is that you don't interact with other players when making your own chems, now you have to interact with the pharmacist for them.
I also think its important to note that doctors don't completely lose access to all poisons. They still get access to the poison bottle bundle and hacked medical vendors.
