hello, i am the person who made the PR. before you post, keep in mind,
hitting cyborgs with a welder **on harm intent** does harm them. i don't remember when this was added, i remember also being trolled by badly-designed game mechanics when trying to fight a borg, ages ago.
hitting a pod with a welder **on harm intent** does hit the pod as you'd hopefully expect, with a nice thunk sound effect. for some reason though, it does not harm the pod at all. i'll make a github issue about this later.
this PR doesn't make welders mysteriously harm all robots in the station. it makes it so if you hit a gunbot (or any critter bot really) with **harm intent**, it does harm them. in any other intent, you'll heal them as normal.
