[PR] No HoS whitelist requirement on Saturdays

Honestly being able to have two security command roles when the pop is 15 always seemed silly to me and I would be down for a pop requirement to have NTSC's. The current pop scaling for security could be relooked at as well. Point being, this problem seems pretty fixable.
