[PR] Hacking a manufacturer is permanent and causes malfunctions

Personally, i still want the crime PR. I thought it was a good idea and just needed adjustments to the vendors/fabricators inventory.

punishing people for mechanical hacking is dumb we have an entire department dedicated to hacking and modifying machines it's called engineering

That's just it.... Engineering doesn't do it cause they are busy.
I would like to remind you some botany's litterly spawn with a multitool and screwdriver to get weed going for minute 1.

This PR would allow Engineers to have engineering training to do it perfectly always.
