HoS Application : Bleeds Lot

Haven't been around in a bit so I can't comment on their most recent behavior as sec, but from my fairly extensive interactions with OVAIggy, both IC and OOC, it's safe to say they'd make a good HoS considering I've always seen them make consistent and honest attempts to improve, and as a security, they tend to balance the cat and mouse aspect of the gameplay quite well while fostering fun and meaningful interactions between characters.

Basically, +1, hit 'em with the blue beam.
