I've interacted with Bleeds-A-Lot/Bleeds Lot a fair amount over these last few months, with them mostly being in Security whenever we did chat. They're a terrific player to chat with, whether it be as a Security Officer, Scientist, or anything else they're giving a go. They're kind to anyone they meet, random names included, and you get the same level of excitement coming from them whether they've known you for months or you just walked up.
As for the qualifications for HoS, the thing I value MOST from OVAIggy is their willingness for letting things play out naturally and interestingly when they're Security. I'm of the opinion that Security has all the tools at their disposal to utterly END a traitor's round before they can get started, and it's up to the players themselves to make sure that doesn't happen (within reason). Bleeds strikes that fine balance nicely by "not noticing" certain things and opting to talk it out or fine someone before actually hammering them once the tension gets high enough.
Due to not playing much Security myself, I can't personally speak to OVAIggy's leadership capabilities, but that isn't to say I don't believe they're capable of them either. On the rare occasion I've been on Bleeds' side, they immediately jumped into the fray and took in status updates with ease. After they were rolling, I regularly saw them on the radio relaying case updates to everyone else. I fully trust that they'd be the same as the Head of Security.
Overall, I'd be happy to see OVAIggy become a Head of Security. They'd be a good addition to the roster, and it seems like they've got the drive to help others follow in their footsteps.
