instead of contraband / weapon permits being handled by the HoP, let security issue "type" permits with a new chip that attaches to an ID, like gun (energy) permit, gun (kinetic) permit, scrap permit (for the new scrap weapon contra PR), etc.
(and maybe a syndie tool to steal / remove the chip to move to another ID, perhaps your agent ID)
