I think when an idea considers having to interact with the crew to be a problem, there's often something wrong. The design wants to encourage players to interact, it's a lot of the reason borgs can't do everything by themselves, they're supposed to need the crew. 

If a single borg can handle multiple departments at once without help, that's more likely to be the issue in itself rather than the fact they have qol hangups while doing it.
