So for those who play cargo, mainly on smaller population maps. There is the issue of sometimes having things like an "Urgent REQ" that requires Char, but you could have no miningboth in people and silicons, which means your efforts to increase the budget for items, is locked behind a "Dead weight" Req for say 3 or 4 rotations (22.5 Minutes or 30 minutes respectively)
My suggestion would be if you could use some of the cargo budget or via some other means pay for a Req to be refreshed to something of a similar category, like refreshing the urgrent one to another. Open to discuss the idea more, just a thought since it has happened in a few shifts. Maybe opens up to a reason to have a budget surplus or so?
